City of Auburn Water Facility
An earlier vulnerability assessment of the City water facilities had been performed which identified potential threats and potential mitigation means. However, in order to provide the appropriate protection from contamination of the city’s water supply, project-specific information was needed. Specifically, the definitions of the appropriate combination of physical security measures, electronic security means and overall water facilities security management had to be determined before a design could be undertaken. The required information was acquired from a balanced study and analysis of the facility types/locations, specific configurations, security risks to be mitigated, available sensing imaging and reporting hardware and software, and the available communications bandwidth from each location to the Control Center. This project consisted of 8 wells, 4 reservoirs, 2 springs, 6 pump stations and 2 corrosion control facilities.
ACSI’s role was to provide services associated with the project security systems, specifically CCTV, digital video recording, access control and their related communications infrastructure. In that role, ACSI investigated the exact conditions at each site to be protected including a review and study of the expected threats and the possible means to counter them. This activity included site surveys, analysis of site requirements, and preparation of drawings. A cost estimate was prepared and a final feasibility report was generated to describe the results of the study.
