PROJECT DESCRIPTION:
The medium facility consisted of 7 58-cell medium security units, 3 medium dormitory units, and 4 20-bed high custody units. Also included are areas for the support services required for the housing part of the facility to stand alone, including Kitchen, Medical, Education and Visitation. There also is an area for Institutional Industries and Maintenance that will allow the use of inmate labor.

The separate minimum housing facility is located on the same site, but configured for fully independent operation. The housing area in the minimum facility consisted of eight large dormitories with 108 beds. Four of these dorms have been modified with eight treatment rooms reducing the bed capacity on these spaces to 67 beds. These modifications have been implemented in a manner that will allow the restoration of the full 108 bed capacity in the future with a minimum amount of reconstruction.

ACSI's RESPONSIBILITIES:
ACSI was engaged as a part of the design team with the DLR Group to provide design & construction management services to the State of Oregon, Department of Corrections, for the security, life-safety, and communications systems to support the planned secure operation of the facility. ACSI was responsible for the design of the integrated security control systems (door controls, CCTV, and intercom), dayroom and all-call paging, entertainment television, and fire alarm systems. ACSI also designed the electronic perimeter security systems for the medium facility. The medium and minimum facilities were to be managed as two separate projects. This resulted in different general and specialty subcontractors for the two projects. Thus, while the security control systems were designed to each stand alone, there is the possibility that they could be integrated for total operation from the master control location in the gatehouse.

ACSI also designed the conduit and backbone copper and fiber cabling system to support the radio, microwave, telecommunications and data systems that were installed by the Department of Correction’s vendors outside of the scope of the construction contract.
