Peter J. Pitchess Maximum Security Facility

PROJECT DESCRIPTION:
This project involved the construction of a 1,200-bed maximum-security jail for inclusion on the County’s Peter J. Pitchess Honor Rancho site in Saugus, California. The construction budget for the facility alone exceeded $100 million dollars.
ACSI's RESPONSIBILITIES:
ACSI was engaged by Los Angeles County to review the construction documents for the electronics portion of this project and document its findings. Subsequently, the County engaged ACSI directly to provide QC/QA services to the County in parallel with its General Construction Manager, Fluor Daniel. ACSI’s responsibilities were essentially that of a commissioning agent working in the delineated area of low-voltage electronics work (including the County’s microwave communication system). COMMISSIONING SERVICES:
At the conclusion of construction, ACSI provided comprehensive system testing and commissioning services to assure the County that the systems were fully operational and supportive of the Sheriff Department’s requirements. During the first year of facility operation, ACSI was engaged directly by the Sheriff’s Department to prepare a comprehensive systems maintenance plan. Elements of this plan included estimation of the useful life of all systems and their key components, development of the requirements for a systems maintenance staff, preparation of recommendations for a spare parts inventory and complement of test instrumentation, and estimation of maintenance costs over a ten-year period |
