Coffee Creek Correctional Facility

PROJECT DESCRIPTION:
The Coffee Creek Correctional Facility (CCCF) is a new multi-security facility that accommodates all female inmates and provides intake and evaluation of all inmates committed to the Oregon Department of Corrections. The facility includes areas for cell and dormitory housing, inmate work programs, job training, education, health services, food services and central plant. Located on 108 acres in Wilsonville, this facility has a rated capacity of 1360-beds which yields provision for future expansion.
ACSI RESPONSIBILITIES:
ACSI was engaged directly by the Oregon Department of Corrections to provide commissioning for all facility security and communications systems. The services commenced with a complete design review followed by development of a commissioning plan, review of the contractors’ submittals, preparation of system test plans and subsequent comprehensive systems testing. These services have been satisfactorily completed and the facility opened for inmate occupancy.
UNIQUE SERVICES:
A direct fallout of the commissioning services as applied to the facility communications systems was the synergy and coordination brought to the activities of the numerous participants, which included the Department communications and IT groups, the telco utilities, the independent communications systems vendors and the project management team. The result was a much smoother installation and startup of these systems than previously achieved. Additionally, a number of potentially troublesome problems were identified and rectified early on thus avoiding future operational difficulties.
Prior to being separately engaged by the State to perform commissioning services, it is important to note that ACSI is also the designer of record for all facility security and communications systems as a part of the project A/E team. This work was performed by a separate group within ACSI in order that the needed separation between design and commissioning services.
After commencement of project construction, a multi-channel VHF/UHF repeater radio system was added to the project and ACSI’s commissioning scope. This system serves all of the DOC’s CCCF facility radio communication needs including those with inmate transportation vehicles. These radio systems were satisfactorily tested and completed as a part of the overall project completion.
