DeWitt Nelson Correctional Annex (DNCA)

PROJECT DESCRIPTION:
The DNCA serves as an integral part of the CDCR’s solution to the need for increased healthcare services for male adult inmates within the system. This 1133 bed campus-style facility containing two new housing units, four highly renovated housing dormitories and numerous specialized inmate services and support buildings occupies the 70 acre site of the former Dewitt Nelson Juvenile Facility southeast of Stockton. From this location adjacent to the CDCR’s new California Healthcare Facility (CHCF), the DNCA provides enhanced outpatient medical and mental health services for inmates with such requirements. As an adjunct to the CHCF, the DNCA shares common administration, gatehouse and electrified perimeter fence facilities.  

ACSI RESPONSIBILITIES:
As a key member of a project commissioning team selected directly by the CDCR, ACSI’s role was to plan and implement systems commissioning services for the campus-wide project electrical distribution, electronic security and associated communications systems. Redundant electrical systems include those for normal and standby power distribution, all fed from the CHCF facility. Security systems include a touchscreen-controlled, PLC-based, integrated security system (door monitoring and control, CCTV surveillance and recording, and detention intercom), access control system, RF-based personal duress alarm/locator system, health admin paging system, nurse call system, lethal electrified perimeter security system, RFID-based tracking system, metal detection system, fire alarm system, and MATV distribution system.

Commissioning of each of these system typically included a pre-construction design review followed by a review of contractor product and drawing submittals, development of systems readiness checklists (SRCs), start-up plans and functional test procedures (FPTs), monitoring and reporting of systems construction progress, observing systems startup, conducting the formal FTP process, maintaining a running commissioning issues list, backchecking corrective work and preparing a final commissioning report. Associated services include review of the planning, preparation and delivery of systems operational and maintenance training, and the review of system operations and maintenance manuals.

Given the importance of the facility to the CDCR, its construction was on a highly accelerated schedule including the timely implementation of all commissioning services. ACSI met this challenge and completed its construction phase services recently. Additionally, given the operational and security significance of the electronic security systems, ACSI provided 100% testing of all security systems equipment items and functions.

Electrical distribution systems commissioned was fully coordinated with the contractor’s NETA pre-energization testing of all systems MV components. After system energization, further under load testing was performed to verify suitable system performance including for the several static UPS systems.
