PROJECT DESCRIPTION:
The Two Rivers Correctional Institute (TRCI) is a 1200-bed correctional facility constructed for the Oregon Department of Corrections. This self-contained facility includes minimum, medium and maximum-security inmate housing, work (prison industries) spaces to employ most inmates, administration, food preparation, laundry, medical, visiting and warehouse spaces. All facility security and communications systems are touch-screen based and utilize PLC technology. Special features include biometric identification of inmates and staff, video visiting, taut-wire and fence shaker perimeter security systems and extensive use of CCTV surveillance.
ACSI RESPONSIBILITIES:
ACSI was engaged directly by the Oregon Department of Corrections (ODOC) to provide fully independent commissioning of all facility security systems. Specific tasks under this engagement include: (1) review of all security system designs; (2) review of all contractors submittals; (3) independent reporting of noted problems or inconsistencies; (4) development of complete security system testing plans which include every controlled door, security control panel and touchscreen, CCTV cameras and similar field devices; (5) observation and comment on the security system contractor’s shop tests; (6) independent witnessing of the security systems acceptance tests; (7) conducting additional systems performance and/or reliability tests; (8) development of a comprehensive report which compares observed systems performance to that expected by the Department; and (9) follow-up on a correction of faults or deviations by the contractor.
