Woodinville Water District

PROJECT DESCRIPTION:
The Woodinville Water District is located in northern King County, WA. The District had recently completed a security and threat assessment of its infrastructure. As a result, the Woodinville Water District identified multiple improvements necessary to improve the security of its water system. This project involved design and construction administration for implementation of the first phase of multi-year project to construct the needed improvements. The project involved eight water reservoir sites and the District headquarters facilities.

ACSI’s RESPONSIBILITIES:
ACSI was engaged with Roth Hill Engineers to review the studies recommendations and to prepare bidding and construction documents to implement the recommendations in a phased manner to better match the work to the District’s resources. Along with Roth Hill, ACSI had prepared documentation of the plan, as well as bidding documents for Phase 1. ACSI was involved in the Construction Management portions of this phase to ensure that the work was in conformance with the contract documents and the anticipated future needs of the District. The three planned phases of the project were:

Phase 1:
  • Provided security access monitoring to all of the remote sites protecting access to buildings, vaults and tank hatches, as well as a card access and keypad control system for the needed regular maintenance access to the site.
  • Provided the needed conduit infrastructure for the current security work, as well as capacity for the future phases and spare for other needs.
  • Relay of trouble and alarm signals from the new systems to the District office over the existing SCADA wired network.
  • Expanded the existing access card system at the District Offices and enhanced the site security with controlled access vehicle and pedestrian gates.

Phase 2:
Upgraded the SCADA wired network to a high data rate model using advanced technologies for the system carrier. Several different options included spread spectrum radio 
were evaluated to best provide the needed data rates over the varied topology of the district.

Phase 3:
Added CCTV coverage at the remote sites along with Digital Video Recording capabilities for real-time site observations from the District offices, as well as forensic evaluation of any incidents.
